Friday, 4 September 2026 – Freetown: The Director-General of the National Monitoring and Evaluation Agency (NaMEA), Dr. James Edwin, has presented the Agency’s 2025 Annual Report to His Excellency President Dr. Julius Maada Bio at State House in Freetown.
Presenting the report, Dr. James Edwin highlighted the progress and achievements made by NaMEA in monitoring and evaluating Government projects, policies and programmes implemented by various Ministries, Departments and Agencies (MDAs), with the aim of ensuring that they deliver measurable impact to their intended beneficiaries.
He explained that the report provides evidence-based data and analysis on the successes, challenges and performance of Government projects and programmes undertaken during the year under review.
“Your Excellency, it is with great honour and a deep sense of responsibility that we are here to present the 2025 NaMEA Annual Report. This report is more than a record of activities; it represents a collective effort to strengthen accountability, transparency, evidence based decision making, and results oriented public service delivery in Sierra Leone,” Dr. Edwin stated.
He noted that, since its establishment, NaMEA has been mandated to strengthen Sierra Leone’s national monitoring and evaluation system and provide credible, independent and evidence-based information on the implementation and performance of Government programmes, projects and policies.
Dr. Edwin further outlined the Agency’s progress during the 2025 reporting year in strengthening the country’s national monitoring and evaluation architecture. He noted that NaMEA has made significant progress in strengthening evidence based oversight, promoting the use of monitoring and evaluation tools and methodologies, enhancing institutional capacity, improving accountability for development results, and fostering a culture of learning across the public sector.
He stressed that one of NaMEA’s key responsibilities is to provide assurance that Government investments create meaningful impact for the people.
“As a nation, we have limited public resources and enormous development needs. Therefore, every Government investment matters whether in roads, schools, hospitals, water supply systems, energy projects, agriculture programmes, or any other public intervention. Sierra Leoneans expect tangible results that improve their lives,” he noted.
“The true measure of Government is not simply what Government intends to achieve, nor what Government spends, but what changes for the better in the lives of citizens,” he added.
Dr. Edwin expressed appreciation to President Bio for the leadership and support provided to the Agency since its establishment, which, he said, had contributed to making its work more efficient and effective.
“Your Excellency, on behalf of the Board, Management, and Staff of NaMEA, we wish to express our sincere gratitude and appreciation for your leadership and commitment to strengthening accountability and achieving results in public service under your administration. It is therefore my privilege and honour, on behalf of the National Monitoring and Evaluation Agency, to formally present the 2025 NaMEA Annual Report for your consideration,” he concluded.
President Bio Commends NaMEA
In response, President Dr. Julius Maada Bio expressed appreciation to Dr. James Edwin for accepting the challenging responsibility of monitoring Government programmes, policies and projects and ensuring that they are effectively implemented for the benefit of their intended beneficiaries.
The President also thanked the Board, Management and Staff of NaMEA for their contribution to national development and efforts to ensure that Government interventions create meaningful impact in the lives of Sierra Leoneans.
“Let me take this opportunity to thank you for accepting the responsibility to play this critical role in monitoring our programmes and policies and making sure they are fully implemented on the ground to create a greater impact in the lives of our people,” President Bio said.
The President encouraged NaMEA to continue working diligently to ensure that public resources are used responsibly and that Government interventions produce measurable, evidence-based results.
His Excellency also reaffirmed his administration’s commitment to human resource development, stressing that people remain at the centre of the Government’s development agenda.
“As a Government, we know that our human resources are the building blocks of our development, and there is an utmost desire to improve our human resource capacity. I want to encourage all of you that you are doing an important job that needs to be consolidated. Your role is very significant, especially in the area of accountability,” President Bio stated.
His Excellency President Bio once again thanked the NaMEA Board, Management and Staff, noting that the Annual Report should serve as a clear roadmap for addressing barriers, identifying solutions and strengthening the delivery of Government programmes and interventions.
The President formally received the 2025 NaMEA Annual Report and expressed his gratitude to the Agency for its continued contribution to strengthening accountability, monitoring Government performance and promoting results oriented public service delivery in Sierra Leone.
